今年6月27日，一场特殊的民主议事会在衡阳市先进钢铁材料产业链人大代表联络站召开。蒸湘区人大常委会党组书记、主任彭东阳组织相关单位负责人进驻联络站，与人大代表、企业代表、居民代表一同研讨“衡钢周边道路交通拥堵”解决方案。

当月，省人大代表、蒸湘区委书记曾梦龙就召开座谈会，衡阳市住建局共同参与，与代表们一起调研现场，着力解决街区内涝问题。

经调研发现，该街区的排水规划年头已久，与当前的街区实际严重脱节，导致雨水难以排出，形成内涝灾害。蒸湘区委书记曾梦龙当即决策，将杨柳4S街区纳入中心城区老旧小区改造项目。

改造于今年端午前后启动，成效立竿见影。“前段时间连续暴雨，街区居然没有积水，改造真的起了作用！”街区负责人感慨道。

线上线下：双平台联动，提升服务效能
