衡阳市雁峰区白竹皂社区2.1平方公里的辖区内，89栋老旧居民楼错落分布。曾几何时，这里因基础设施陈旧、管理体系繁杂，一度深陷环境脏乱、邻里矛盾频发的治理困境，居民生活满意度不高。而如今再走进这片社区，景象已截然不同：灰墙斑驳的工业家属区摇身变为网红文化街区，吸引居民打卡；过去杂草丛生的闲置空地，也蜕变成草木葱郁的精致社区花园，成为大家休闲的好去处。

今年7月底，白竹皂社区成功上榜2024年度全国志愿服务“四个100”先进典型，获评“最美志愿服务社区”。

红引擎、蓝马甲激活治理动能
“以前有问题不知道找谁，现在党员主动上门，坐在家门口就把问题解决了。上次反映楼道灯坏了，没几天就修好了!”居民赵文丽的感慨，道出了白竹皂社区党建引领志愿服务的实效。在这片社区里，党建是志愿服务的“红色引擎”，社区精心构建“社区党委——小区党支部——居民党小组”三级组织体系，273名党员亮明身份、争当主力，成为活跃在楼栋间、广场上的“行走的红色坐标”。
在矛盾调解一线，党员志愿者更是冲锋在前，累计参与调解邻里纠纷、物业矛盾等90余起，成功率高达98%。
与此同时，社区以居民自治为核心推进“蓝色治理”，组建3支“蓝马甲”平安守护分队。志愿者王建坤便是其中一员：“加入‘蓝马甲’后，我多了一份责任，就是守护好社区的平安!”这些“蓝马甲”不仅常态化开展治安巡逻，还深入楼栋开展法治知识宣传，已举办宣传活动30场次，引导居民依法解决问题80余件。社区发动志愿者建设“新时代文明实践站”，设立居民“荣誉墙”，用崇德向善的氛围推动德治建设，让居民从“旁观者”真正变成社区治理的“主人翁”。

“绿”“粉”双翼守护幸福日常
“现在社区到处是绿树鲜花，住着特别舒心，这多亏了志愿者们天天操心!”漫步在白竹皂社区，居民王双喜的话语里尽是满足。社区始终践行“绿水青山就是金山银山”理念，将“绿色守护”作为志愿服务的重要一环——培育3支环保志愿队，汇聚50余名生态志愿者，以“保护母亲河”“绿植养护”等活动为抓手，累计开展环保宣传200余场次，覆盖居民5000人次。
每天清晨，护绿队志愿者都会准时穿梭在社区各个角落：查看绿植生长情况、清理绿化带里的垃圾杂物、劝导不文明行为；垃圾分类指导员则在投放点耐心讲解分类知识，手把手教居民区分厨余垃圾与其他垃圾。为了让环境维护常态化，社区还建立“日巡查、周整治、月评比、季奖励”闭环管理机制，将责任落实到网格、到人。如今的白竹皂社区，早已告别“脏乱差”，实现了“推窗见绿、出门入园”，完成从“忧居”到“优居”的华丽转变。
如果说“绿色守护”绘就了社区的宜居底色，那“粉色公益”则传递着城市的温暖。依托“15分钟服务圈”，社区组建40人的“帮帮团”，在社区公告栏的“能人榜”上，清晰标注着水电维修、家电检修、家政服务等能人的联系方式，24小时响应居民需求。“家里水管爆了，打个电话，志愿者很快就来修了!”居民们口中的“秒响应”，是“帮帮团”的日常——去年一年，他们累计为600人次提供便民服务，解决了无数家庭的“急难愁盼”。
为提升服务效率，社区以志愿者为骨干组建队伍，实现社情民意“秒级响应”；整合义务巡逻队、红袖章志愿者等群防力量，去年开展巡逻1200余次，协助排查并消除消防隐患、设施故障等安全问题50余处。社区还推出“爱心积分”制度，志愿者参与服务可累计积分，兑换生活用品或服务，进一步激发了大家的参与热情，让“老有颐养、弱有众扶”的温暖氛围弥漫在社区的每个角落。

社区志愿者依托“我们的节日”主题活动，在元宵举办灯会、端午组织包粽、中秋开展联欢，让居民在传统文化氛围中拉近彼此距离；打造“白沙好故事”“爱心书屋”“手拉手共创文明城”等服务品牌，每月开展读书分享、亲子互动、公益宣讲等活动，丰富居民精神文化生活。
