衡南高新区举办专项普法宣讲会 助力优化法治化营商环境

为进一步深化平安园区建设，增强企业职工安全防范意识，近日，湖南省衡南县高新技术产业开发区在衡阳中瑞物流有限公司综合楼召开 “法润清泉 安企兴商” 优化法治化营商环境专项普法宣讲会。县委政法委、县禁毒事务中心等县直单位负责人，高新区管委会领导以及园区 8 家重点企业代表共 200 余人参加了此次会议。

多维宣传，筑牢安全防线

会议围绕四大主题开展了精准培训。在综治民调方面，县委政法委平安办主任刘春建深入解读民调指标内涵，并通报了园区在矛盾调解、治安巡逻等工作中的成效。现场发放《平安建设公开信》等宣传资料及宣传品超 2000 份，呼吁企业职工客观参与测评，共同维护园区良好形象。

针对新型毒品日益隐蔽的特点，市强制隔离戒毒所马翔科长通过展示 “毒奶茶”“毒邮票” 等实物图片，揭示毒品伪装形式，并结合《禁毒法》条款，警示涉毒行为需承担的严重法律后果，强调企业要切实落实禁毒宣传主体责任。

在反诈宣传环节，云集派出所所长左全意剖析了近期诸如 “冒充领导转账”“刷单诈骗” 等高发电信诈骗案例，提出 “三不一多” 防范口诀，即 “未知链接不点击、陌生来电不轻信、个人信息不透露、转账汇款多核实”，同时指导企业完善财务核验流程，有效防范诈骗风险。此外，结合职场场景，左全意还详细讲解了性侵行为证据固定要点及维权渠道，呼吁企业建立内部举报机制，保障职工合法权益。

政企协同，共护发展环境

衡南高新区管委会领导在总结讲话中着重强调，各企业要压实安全主体责任，将培训内容融入内部管理制度。同时要求综治办联合派出所定期开展入企巡查，确保宣传工作取得实效。中瑞物流安全负责人表示：“此次培训让我们深刻认识到诈骗和毒品问题的新手段、新危害，我们将组织全体员工学习，积极配合园区，共同织密安全防护网。”

据悉，衡南高新区全年计划每月开展不少于两次的联合宣传活动，实现对园区职工的全覆盖。下一步，园区还将建立企业安全联络员制度，通过常态化督导，不断巩固平安建设成果，持续优化法治化营商环境。（李孟炎 陈军洋）
